Mark Carvell is an independent consultant on Internet governance policy based in the United Kingdom. He is a member of EuroDIG (the European regional Internet governance forum) and of the UN Internet Governance Forum’s Working Group on Strategy (IGF WG-Strategy).

Mark Carvell is an independent consultant on Internet governance policy based in the United Kingdom. He is a member of EuroDIG (the European regional Internet governance forum) and of the UN Internet Governance Forum’s Working Group on Strategy (IGF WG-Strategy).
From 2008 to 2019, Mark was Head of Internet Governance Policy in the UK Government’s Department for Digital, Culture, Media and Sport (DCMS). During this time, he represented the UK in international negotiations relating to digital policy and Internet governance at the G7 (2016-17), in the International Telecommunication Union (ITU) and on the Council of Europe’s Steering Committee on Media and the Information Society (CDMSI). He was the UK representative on ICANN’s Governmental Advisory Committee (GAC) and was Vice-Chair of the GAC in 2017-18. Mark was also a member of the Steering Committee of the UK’s national IGF (UK IGF) and has been an adviser to the Commonwealth Telecommunications Organisation (CTO) on Internet governance policy.
